Energy regulators have the role to promote well-functioning energy markets and ensure well-organized and transparent market processes, fair treatment of consumers and compliance with safety regulations. To this end, regulators stimulate effective and fair competition between businesses and protect level playing fields in the energy markets. Moreover, they regulate access to the energy grids in order to ensure the financial viability of the network operators and to protect the interests of network users.

To achieve these goals, regulators issue rules for network use and development, implement a methodology for economic regulation of the network companies and set the tariffs for accessing and using the energy grids. Especially the energy transition offers new challenges for finding an appropriate balance between allowing for the cost of necessary network reinforcements versus consumer protection by restricting tariff increases.
